Meet Our President

Ms. Yousofzoy is a Certified Emergency Manager (CEM) with a multifaceted career in public safety and project management across both public and private sectors. Passionate about leadership and community support, she is the visionary founding member of Texas Women in Homeland Security (TX-WHS), an organization dedicated to empowering women by providing the resources and guidance necessary for success in these vital fields.

Currently, Ms. Yousofzoy serves as the Tri-City Director of Emergency Management for Lakeway, Bee Cave, and The Hills, overseeing regional preparedness and response initiatives. Committed to fostering inclusivity and resilience, she actively champions women’s leadership and mentorship, striving to create a supportive environment for emerging leaders in her field.

Ms.Yousofzoy holds a Bachelor’s degree in Psychology from the University of California, Irvine, and a Master’s degree in Emergency and Disaster Management from Georgetown University. Her professional journey began at Fluor Corporation, where she successfully launched a Disaster Preparedness Program for Southern California.

Her distinguished career includes strategic project management roles in the oil and gas sector with industry leaders Chevron and Phillips 66. She further expanded her impact as Emergency Management Coordinator at the University of Texas at Austin (UT), where she strengthened emergency response strategies through collaborative partnerships with local, state, and federal agencies.

Meet Our Vice President

Mrs. Elmore is a seasoned healthcare emergency management leader and a Certified Emergency Manager (CEM) with over 20 years of experience in crisis preparedness and response. Known for her strategic foresight and dedication to patient safety, she has led emergency preparedness efforts across various healthcare organizations, coordinating multidisciplinary teams and ensuring regulatory compliance.

Currently serving as Manager of Organizational Resilience at Texas Children’s Hospital, Mrs.Elmore ensures the organization’s readiness and resilience during emergencies. She actively engages with local, state, and federal agencies to enhance collaboration and improve response efforts. A strong advocate for professional development, she is committed to advancing emergency management standards through thought leadership and industry involvement.

Mrs. Elmore holds a Bachelor’s degree from Sam Houston State University in Psychology and has pursued specialized training in emergency management and healthcare administration. Passionate about community resilience, she volunteers her time to support disaster preparedness initiatives that empower individuals and communities.

Meet Our Treasurer

Dr. Janeana White oversees public health initiatives, supports the implementation of health policies, and provides medical leadership to improve community health outcomes.

Dr. White earned her B.A. in Biology and medical degree from Wayne State University. She completed her internship and residency in Internal Medicine and Pediatrics at the University of Texas Health Science Center, where she also served as Pediatric Chief Resident and completed a primary care fellowship.

She is a member of several professional organizations, including the Harris County Medical Society, Texas Medical Association, and American Public Health Association. Dr. White is also a graduate of the Milbank Memorial Fund’s Emerging Leaders Program and the Naval Postgraduate School’s Executive Leaders Program.

Outside of work, she volunteers on several boards and enjoys spending time with family and friends.  Dedicated to addressing health disparities and promoting wellness, Dr. White’s expertise has made her a key figure in enhancing the well-being of Houston’s diverse population.

Meet Our Secretary

Mrs. Brown is the Sr. Organizational Resilience Program Manager for Texas Children’s Hospital. She is a Certified Emergency Manager (CEM) and has over a decade of experience in disaster preparedness and emergency management, dedicated to helping individuals, organizations, and communities effectively plan for and respond to crises.

Mrs. Brown earned her B.S. in Public Health from Sacramento State University and holds her MBA in Organizational Leadership from Grand Canyon University.

Having served in various leadership roles within Healthcare enterprises, Mrs. Brown brings a wealth of practical knowledge and expertise to the field. From developing comprehensive disaster response plans to conducting training sessions and simulations, She is committed to empowering others with the tools and skills necessary to mitigate risks and navigate through emergencies.

In addition to her professional work, she is passionate about raising awareness about disaster preparedness and resilience within the broader community. Through speaking engagements, workshops, and professional caucus groups, she seeks to empower individuals and families with the knowledge and skills they need to stay safe and secure in any situation.
